Livingston's Planning Board will review an ordinance that would create a new single-family zoning category when it meets Tuesday, Sept. 15, at 7:30 p.m. at Town Hall.

Ordinance No. 32-2026 would establish the R-4A Single-Family Zone District, a new residential classification under Section 170-99.1 of the township's land use code. Livingston's existing residential zones run from R-1 through R-4. The R-4A designation would add a new category to that lineup, according to the meeting agenda.

The Township Council passed the ordinance on first reading and referred it to the Planning Board, which must determine whether the new zone is consistent with Livingston's Master Plan. The ordinance text, including lot-size minimums, setback requirements and which parcels or neighborhoods would fall under the new district, has not been made public in available records. Those details will shape how the change affects homeowners and developers.

The board will also review Ordinance No. 31-2026, which would amend the township's stormwater control regulations under Chapter 170, Article XIX.

Altera Northfield signage resolution

Separately, the board is set to vote on a memorializing resolution for Altera Northfield, LLC, formalizing its Aug. 4 approval of two ground-mounted signs at 349 E. Northfield Road.

The property, designated Block 2504, Lot 20, sits in the P-B3 Professional Office Zoning District and holds a three-story medical office building. Altera Northfield applied for preliminary and final site plan approval to install a tenant directory sign along the East Northfield Road frontage and a directional sign at the driveway entrance on East Cedar Street.

The board approved all three variances. It allowed both signs at a zero-foot setback from the front property lines, where 12.5 feet is normally required. It also approved the East Cedar Street sign at 96 inches wide, exceeding the 72-inch maximum, and permitted two ground-mounted signs on a property where one is the limit, according to a legal notice published on TAPinto Livingston.

The West Essex Tribune reported on the Aug. 4 approval. A memorializing resolution puts an already-approved decision into a formal written document.
