Livingston residents who need help filing for property tax relief can get free, in-person assistance on Wednesday, Sept. 23, at the Livingston Senior/Community Center.
Assemblywoman Rosaura "Rosy" Bagolie (D-Essex) and the New Jersey Division of Taxation are co-hosting the session from 10 a.m. to 1 p.m. at the center, 204 Hillside Ave. Walk-ins are welcome. The Township of Livingston announced the event on X on Sunday, Aug. 30, noting that a registration form is also available online.
Staff will help attendees complete the PAS-1 Property Tax Relief form, a combined application that covers three state programs: the Property Tax Reimbursement (Senior Freeze), the Affordable New Jersey Communities for Homeowners and Renters program (ANCHOR) and Stay NJ.
The PAS-1 replaced four older forms: the PTR-1, PTR-2, ANCHOR-H and ANCHOR-T. It is for homeowners, mobile home owners and renters who are 65 or older, or who receive federal Social Security Disability or Railroad Retirement Disability benefits. The Division of Taxation determines which programs each filer qualifies for and calculates the benefit after the form is submitted. Applicants do not need to include proof of property taxes paid.
Homeowners under 65 who do not receive disability benefits do not need to file the PAS-1. Their ANCHOR applications are filed automatically by the state, according to the NJ Division of Taxation's property tax relief page. The Division sent qualifying taxpayers an ANCHOR Benefit Confirmation Letter on Aug. 10 with details about their upcoming filing.
The filing deadline for the 2025 PAS-1 is Monday, Nov. 2. Residents can also file online at propertytaxrelief.nj.gov, though the online portal requires identity verification through ID.me.
The event is free.
The average Millburn property tax bill hit $26,292 in 2025, the highest in Essex County, according to Patch. Statewide, the average bill reached $10,570 that year. The first round of Senior Freeze payments began going out in mid-July to roughly 188,000 residents, totaling about $220 million.
To qualify for ANCHOR through the PAS-1, applicants must have owned or rented a New Jersey home on Oct. 1, 2025, with 2025 gross income of $250,000 or less. Senior Freeze eligibility requires owning and living in the same home since at least Dec. 31, 2022. Income caps are $168,268 in 2024 and $172,475 in 2025. Stay NJ requires full-year residency in 2025 and income under $500,000.
