The Livingston Police Department added five officers to its ranks Tuesday, July 28, swearing them in at the Township Council meeting.

Alicea Angelo, Tristan Whitehead, Mohsen Naqvi, Owen Mueller, and Sergio D. Cunha took their oaths at the ceremony, the township announced on X on Wednesday, July 29.

The class of five is the department's largest single hiring event this year. Chief Gary Marshuetz swore in three officers at the February 9 council meeting, according to the West Essex Tribune. Combined, the department has brought on eight new officers in 2026.

That pace is notable. In September 2025, Marshuetz promoted six officers at a council meeting, according to the West Essex Tribune, reflecting steady investment in staffing and advancement.

Marshuetz has led the department since June 2018 and has served with the Livingston Police Department for 37 years.

As of June 2024, the most recent staffing data available, the department had 66 sworn officers serving a township of roughly 31,330 residents, according to the department's recruitment report. The current total, factoring in the 2026 hires, has not been confirmed.

The department recruits through college job fairs, a Summer Youth Academy, a Citizens Police Academy, and social media outreach.
