Millburn's Zoning Board of Adjustment will hear a proposal to build four apartments above an existing restaurant at 44 Essex Street on Monday, Sept. 14.

Triple One Holdings filed the application, which would add residential units to a commercial property in the downtown B-4 business zone. The project requires preliminary and final site plan approval and lists six zoning violations that need variances, according to the board's published agenda.

Derek Orth, of Parsippany, is listed as the contact for Triple One Holdings on the application.

The proposal has been before the board since at least March 16. Board records show it was carried from the March meeting to April 13, then to June 8, and now to the September agenda. The name of the restaurant currently operating at 44 Essex Street is not listed in board records.

Car wash renovation returns

Russell Speeders Car Wash, represented by Anthony Sposaro, is back before the board with a plan to renovate and upgrade its location at 17 E. Willow Street. That application was carried from Aug. 17 and lists three zoning violations in the CMO zone.

Three residential additions

Three homeowners are seeking variances for additions:

  • Sandip Biswas, 14 Rahway Road, Millburn. The application lists six zoning violations and was carried from June 8.
  • Liu/Zeng, 96 Meadowbrook Road, Short Hills. The application lists four violations.
  • Dan and Stacy Reichgott, 80 Great Oak Drive, Short Hills. One violation is listed.

Board business

The board will also memorialize five previously approved applications, including projects at 19 Randall Drive in Short Hills (Scott Dorfman), 14 Rawley Place in Millburn (Hao Wang and Zhengzi Li), 78 Myrtle Avenue in Millburn (Srikar Vadlamani), 39 Rippling Brook Drive in Short Hills (Triple Properties USA) and 74 Browning Road in Short Hills (Rakesh and Kavita Bordia).

A separate matter involving Dr. Jesus Abraham at 3 Cora Way is scheduled to be dismissed without prejudice.

The meeting starts at 7 p.m. at the Millburn Free Public Library, 200 Glen Ave. The board's next meeting after that is Monday, Sept. 28, at 7 p.m. at the same location.
